Deux ans après, en association avec un des partenaires, Asmae a proposé un travail d’auto-évaluation, mené par les jeunes, de l’ensemble du projet, afin de reposer les orientations globales et le développement futur du projet sur la base des conclusions et recommandations des jeunes impliqués. Aujourd’hui, afin de poursuivre le développement et le renforcement de ces initiatives soutenues par trois de nos partenaires, Asmae souhaite proposer un accompagnement individuel et collectif visant à la dynamisation de ces différents projets, notamment à travers une approche participative, à l’échange d’expériences entre les différents coordinateurs responsables des clubs et à la promotion de rencontres régionales entre les jeunes. Objectifs spécifiques :  Etat des lieux des enjeux et initiatives en faveur de la jeunesse au Liban, avec un focus sur les projets privilégiant l’approche participative Réalisation d’une étude sur les enjeux et les différents projets et initiatives relatives aux programmes Jeunesse au Liban : • Réaliser une étude du contexte et des grands enjeux liés à la jeunesse au Liban • Proposer un état des lieux des différents projets et initiatives portés par les jeunes au Liban, des approches existantes et des acteurs mobilisés • Identifier les champs d’action ou modes d’intervention pertinents dans le domaine et les opportunités de développement pour chaque organisation partenaire et de mise réseau des partenaires au niveau national  Appui aux projets en faveur de la jeunesse Renforcer les connaissances et compétences des équipes et partenaires sur l’accompagnement de projet de jeunes et encourager une approche basée sur la participation des enfants à travers la formation et la mise en réseau : • Évaluer les enjeux et objectifs des programmes de jeunesse de chaque partenaire en lien avec l’environnement communautaire dans lequel il s’inscrit • Evaluer l’implication actuelle des jeunes dans la mise en œuvre et le suivi des projets/ activités existantes et le positionnement de chaque organisation/coordinateur de club sur la question des initiatives portées par les jeunes et la participation des enfants • Faciliter la compréhension de la participation des enfants à travers la conduite de formations et d’ateliers pour les personnels et pour les jeunes  Appui à la fonction de coordinateur/animateur de projet Jeunesse, notamment sur la mobilisation des jeunes et le développement d’une approche participative Encourager et soutenir les coordinateurs de club dans la mise en œuvre des activités basées sur les initiatives des jeunes et promouvoir la mise en réseau des groupes de jeunes : • Accompagner le travail de supervision des groupes de jeunes dans la réalisation des activités / le développement d’initiatives • Faciliter le travail des coordinateurs de club sur la mobilisation et l’intégration des jeunes • Promouvoir le partage d’expériences et les formations collectives pour les différents coordinateurs des projets Jeunesse  Appui à la mise en réseau des organisations et des groupes de jeunes • Favoriser la participation des organisations partenaires aux plateformes et initiatives existantes au niveau national • Encourager les jeunes à participer aux échanges régionaux et nationaux avec d’autres groupes de jeunes III. PROFIL Formation/Compétences : Indispensable Master ou formation supérieure en développement de l’enfant/travail social, animation ou autre domaine pertinent Compétences/connaissances : - Compétences en conception et gestion de projet - Capacité à travailler sur différents projets et avec différentes organisations en même temps - Bonne capacité à structurer ses idées et à concevoir/planifier des activités - Excellente capacité relationnelle (relations interpersonnelles avec les jeunes adultes, les adolescents et les enfants) - Maîtrise de l’arabe et du français ->Souhaitable : - Connaissance des approches du développement communautaire Expériences : - Au moins 2 ans d’expérience dans l’accompagnement/ la facilitation d’initiatives portées par les jeunes / groupe de jeunes - Intérêt et expérience dans le domaine de la participation des enfants/ de l’éducation ou de l’animation Souhaitable: - Expérience de mobilisation collective - Expérience de mise en réseau d’organisations Caractéristiques Personnelles : - Créativité - Grande capacité d’analyse - Sens de l’organisation et autonomie - Ouverture d’esprit et patience - Capacité d’adaptation et disponibilité à voyager/ se déplacer fréquemment - Flexibilité et adaptabilité aux horaires de travail des partenaires et en fonction des événements ou de réunions, exigeant une présence notamment le week-end IV. Iraq: Compliance and operations director

Organization: Chemonics Country: Iraq Closing date: 11 Aug 2013 Chemonics seeks a compliance and operations director for the USAID Iraq Governance Strengthening Project (GSP). The Iraq GSP project works to enable local governments to respond more effectively to community needs. The director of compliance and operations will report to the chief of party and will be responsible for the overall project administration, human resources, training, communications, logistics, security, procurement, budgeting, finance, and property management. This person will lead a diverse team of local and international professionals (with six direct reports including procurement and finance directors) to ensure compliance with relevant USAID regulations and procedures, and local laws. This year-long position will be based in Baghdad. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include: • Manage all operations including but not limited to administration, security/logistics, procurement, budgeting, finance, human resources, and reporting • Ensure that program implementation is in accordance with USAID and Chemonics regulations and procedures; this will include ensuring that all procurement processes are fair, expeditious, and transparent and perceived as such by beneficiary communities; reviewing financial management; and monitoring project reporting • Supervise the contractor’s day-to-day field operations including project facilities (such as office space, equipment, and project vehicles), administration, logistics, procurement, budgeting, and financial accounting, and act as the chief of party when he is absent from the program • Supervise daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures • Ensure continuous liquidity for the project, assist in handling human resource issues, and investigate and identify new ways to achieve project efficiencies Job Requirements Qualifications: • Bachelor’s degree in relevant field required; advanced degree preferred • Skilled in USAID’s policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and human resources • Minimum of seven years relevant work experience, including experience with a USAID contractor or international NGO managing and implementing field programs required • Minimum five years experience in a supervisory compliance position, preferably on USAID projects • Supervisory and management experience, including direct supervision of professional and support staff in an international setting • Experience working effectively in post-conflict environments and experience in the Middle East and/or Iraq strongly preferred • Demonstrated leadership, versatility, and integrity • Available to start in July 2013 or early August • Excellent verbal and written communication skills in English; proficiency in Arabic a plus Application Instructions: Send electronic submissions to IraqGSPComplianceDirector@chemonics.com by July 31, 2013 with “Compliance and operations director” in the subject line.
